EUROPEAN PRIZE FOR THE RECONSTRUCTION OF THE CITY
PHILIPPE ROTTHIER FOUNDATION FOR THE ARCHITECTURE

In occasion of the 25th anniversary of the European Prize for the Reconstruction of the City, the Philippe Rotthier Foundation for the Architecture in Bruxelles, together with A Vision of Europe and CivicArch Lab at the University of Ferrara, launches the the Prize for:

THE BEST URBAN NEIGHBORHOOD IN EUROPE

The European Prize promotes the characters of excellence in the designing and building of new urban neighborhoods and aims at enhancing the European genius of building the fundamental matrix of the traditional city: the mixed-use urban neighborhood.
The European Prize aims at encouraging the creation of new mixed-use urban neighborhoods conceived and designed according to the principles of Sustainable Development and the EU Green Paper for the Urban Environment.

Participation to the European Prize is open to architects, engineers, urbanists, municipalities, public and private associations, public and private agencies, by proposing the Best Urban Neighborhood built in Europe in the last 25 years.

Submission forms should be related to:

- new urban enighborhoods
- renaissance and renewal of existing urban neighborhoods
- combination of new construction and restoration in operation of Urban Renaissance

In order to be eligible, proposed interventions should:

- organically fit within the traditional urban morphology of the city
- present an architecture that improves and enriches the regional character

In occasion of the official cerimony of the 2008 edition, a series of events and publications will be presented such as:

- an international exhibition of Architecture and Urbanism at the Foundation for the Architecture in Bruxelles. The exhibition will be later presented in Bologna at the A Vision of Europe Triennale V, and in several European cities in 2009;
- the publication of the Atlas of the European Urban Neighbohood, including the most comprehensive collection of historical and contemporary urban neighborhoods in Europe;
- the opening of a web-site dedicated to the Urban Neighbohood

An International Jury will select the Best New Urban Neighborhood in Europe and the awarded neighborhoods will receive the prize during a cerimony including the donation to the city of a commemorative bronze plate to be applied at the entrance of the neighborhood.

In the 25 years of the European Prize for the Reconstruction of the City every session has awarded with 30.000,00 Euro dozens of remarkable built works that contribute to enrich the European Urban Patrimony.

TYPE OF COMPETITION
Participation to the European Prize is open to architects, engineers, urbanists, municipalities, public and private associations, public and private agencies.

PRESELECTION PROCEDURE
Applications for pre-selection are in an open form. Those who wish to apply for the competition shall send the following documents:
A) Application Form (email to: avoe@libero.it -and- to: civicarch@unife.it)
B) A3 brochure inlcuding neighborhood general informations, plans, photos, drawings
C) CD containing all the files: A3 brochure, photos as .jpg files, high resolution

SELECTION OF NEIGHBORHOODS
The Jury will name up the neighborhoods to be called to take part in the competition.

COMPETITION PROCEEDINGS
The selected entrants are called to enter the competition by email notice.

ADDITIONAL DOCUMENTS
Entrants admitted to the competition will receive additional documents.

DELIVERY OF PROJECT DOCUMENTS AND ADDITIONAL ADMINISTRATIVE DOCUMENTS
The documents required shall be sent by 2007 October, 30.

JUDGEMENT AND “END OF COMPETITION”
The entrants projects will be submitted to the judgement of the jury that gives its opinion on
2008 June, 30 during the opening of the International Exhibition in Bruxelles.

PUBLICATION OF RESULTS
The results of the competition, including all the selected neighborhoods, will be published in accordance with Foundation Pour L’Architecture, Philippe Rotthier Foundation, and A Vision of Europe with:
- an International Travelling Exhibition
- an Atlas of the European Urban Neighbohood
- a web-site dedicated on “The Best New Urban Neighborhood in Europe”

In occasione dei 25 anni del Prix Europeen pour la Reconstruction de la Ville, la Fondation Philippe Rotthier di Bruxelles, insieme a A Vision of Europe e il Laboratorio CivicArch dell'Università degli Studi di Ferrara, lancia il:

Premio per il Più Bel Quartiere d'Europa

Il Premio Europeo promuove i caratteri di eccellenza nella progettazione e realizzazione di quartieri urbani ed è volto a mettere in risalto il genio europeo nel campo della costruzione della matrice fondamentale della città europea: il quartiere urbano integrato.
Il Premio Europeo è teso a incoraggiare la costruzione di quartieri urbani integrati concepiti secondo i principi dello Sviluppo Sostenibile e del Libro Verde sull'Ambiente Urbano dell'Unione Europea.

Possono partecipare architetti, ingegneri, urbanisti, municipalità, associazioni pubbliche e private, enti pubblici e privati, segnalando il miglior quartiere costruito in Europa negli ultimi 25 anni.
Le domande di partecipazione devono essere relative a

- nuovi quartieri urbani
- ristrutturazione di quartieri urbani
- combinazione di nuove costruzioni e ristrutturazioni in operazioni di Rinascimento Urbano di quartieri

Per poter partecipare, gl'interventi proposti devono:

- inserirsi organicamente all'interno della morfologia tradizionale della città
- presentare un'architettura che valorizza e arricchisce il carattere regionale

In occasione della cerimonia di premiazione dell'edizione 2008 saranno presentati una serie di eventi che comprendono:

- un'esposizione internazionale di architettura presso la Fondation pour l'Architecture di Bruxelles che verrà ospitata in seguito a Bologna presso la Triennale V e in altre città europee nel corso del 2009;

- la pubblicazione dell'Atlante del Quartiere Europeo, comprendente la più completa raccolta di quartieri urbani storici e contemporanei;

- la realizzazione di un sito-web interamente dedicato al Quartiere Urbano Europeo.

Una Giuria internazionale selezionerà il Più Bel Quartiere Europeo e i quartieri premiati che riceveranno il premio in occasione di una cerimonia nella quale sarà anche donata alla città vincitrice una targa commemorativa che verrà applicata all'ingresso del quartiere.

Nei suoi 25 anni di attività, il Prix Européen pour la Reconstruction de la Ville ha premiato con 30.000 Euro decine di opere che hanno contribuito ad arricchire il patrimonio urbano europeo.

O Melhor Bairro Urbano da Europa

O Prémio Europeu promove as características de excelência no domínio da concepção e da construção de novos bairros urbanos e visa realçar o génio europeu no âmbito da construção da matriz fundamental da cidade europeia tradicional: o bairro urbano misto.
O Prémio Europeu visa encorajar a criação de novos bairros urbanos mistos concebidos segundo os princípios do Desenvolvimento Sustentável e do Livro Verde da EU sobre o Ambiente Urbano.

As candidaturas ao Prémio Europeu estão abertas a arquitectos, engenheiros, urbanistas, entidades municipais, associações públicas e privadas, agências públicas e privadas que pretendam apresentar o Melhor Bairro Urbano construído na Europa nos últimos 25 anos.

Os formulários de candidatura deverão dizer respeito

- a novos bairros urbanos
- à reconstrução e renovação de bairros urbanos já existentes
- à combinação de novas construções e de reestruturações no âmbito do Renascimento Urbano

Para poderem ser aceites, as propostas apresentadas deverão:

- estar organicamente inseridas na morfologia urbana tradicional da cidade
- apresentar uma arquitectura que valorize e enriqueça o carácter regional

Por ocasião da cerimónia oficial da edição de 2008 será apresentada uma série de eventos e publicações, tais como:

- uma exposição internacional de arquitectura e urbanismo na Fundação para a Arquitectura, em Bruxelas. A exposição será posteriormente apresentada em Bolonha, no âmbito da V Trienal de A Vision of Europe, e ainda em diversas cidades europeias, ao longo do ano de 2009;

- a publicação do Atlas do Bairro Urbano Europeu, que incluirá a mais completa recolha de bairros urbanos históricos e contemporâneos na Europa;

- a construção de um sítio Web dedicado ao Bairro Urbano Europeu.

Um júri internacional procederá à selecção do Melhor Bairro Urbano da Europa e os bairros vencedores receberão o prémio durante uma cerimónia que incluirá a atribuição à cidade de uma placa comemorativa em bronze para ser colocada à entrada do bairro.

Ao longo dos seus 25 anos de existência, o Prémio Europeu para a Reconstrução da Cidade premiou anualmente com 30 000 Euros dezenas de obras de construção notáveis que contribuíram para o enriquecimento do património urbano europeu.
