The whole world has taken heart from the international effort which has gone into the reconstruction of the splendid Frauenkirche, which stands at the centre of the Neumarkt here in Dresden. This rich, and lovingly-crafted, church stands in visible and firm opposition to the nihilism and cultural impoverishment that overshadowed the last half of the twentieth century. There is still a chance that the rest of the reconstructed Neumarkt could do the same. A great jewel requires a worthy setting....

I have long been concerned with the life of the environment around buildings like the Frauenkirche, which serve so well to define a great city: aternsoter Square next to St. Paul's Cathedral in London; the Schlossplatz in front of the Nikolaikirche in Potsdam; and that next to the Cathedral in Berlin - all of these places devastated not just by War, but also by the shortsightedness of planners and architects in the post-War years.

Planners and architects, working together with citizens and local politicians, now have a chance to put such things right again. In 1996 and 1997 I mounted Urban Design Task Forces in Potsdam and Berlin in an effort to bring together these different interests, and their effects are still being felt today. Now "A Vision of Europe" and "INTBAU" - working with a number of my own alumni - have followed this lead, to come up with detailed proposals for a Neumarkt able to serve as an organic bridge between the past and the future.

I have never sought to champion architectural style over any other, but rather to encourage designers to consult the enduring spirit of each place in which they work, and - above all - to ensure that a real choice for the future is offered to citizens, young and old alike. One thing an exhibition like this will ensure is that the citizens of Dresden do not have to settle for a fait accompli at the Neumarkt.

I know many people - visitors as well as citizens of Dresden - yearn to see the historic form of the Neumarkt restored. They yearn to see beauty and elegance restored once again as an antidote to so much of the ugliness and brutality of the 20th Century. Beyond that, they would like to see the humane and civilised qualities of the buildings that once occupied this place extended to other new construction in the city, and beyond. I welcome the fact that, here, today, this yearning is beginning to assume a tangible form, and I pray with all my heart that, at last, people will be offered a real choice between the future of this great city.

"A Vision of Europe" è sorta nello stesso tempo in cui io ho pubblicato i miei pensieri su l'architettura e l'urbanistica, in maniera un po' esitante, qualche anno fa in "A Vision of Britain". Negli otto anni passati dalla sua fondazione, "A Vision of Europe" sembra aver conseguito notevoli risultati, sicché essa può oggi riunire con regolarità persone illuminate provenienti da ogni luogo per un proficuo scambio di idee fra di loro.

É incoraggiante sapere che ci sono centinaia di architetti e urbanisti in tutto il mondo interessati a recuperare e riapplicare i metodi già adottati per la formazione del nostro ambiente urbano; ovviamente, sono ancora numeri piccoli in confronto alle migliaia che invece considerano il passato, nel peggiore dei casi, come cosa irrilevante -o, nel migliore, come l'espediente per un approccio al progetto del tipo "prendi e mescola"-, ma quanto più si riesce a costruire bene, quante più alternative "concrete" possono essere offerte, tanto più questi pochi avranno un'influenza positiva.

Inoltre, "A Vision of Europe" ha dimostrato di essere molto efficiente nel diffondere il messaggio mediante una successiva versione della mostra che inaugurai nel 1996, da allora continuamente itinerante in Norvegia, Belgio, Germania, Spagna e Portogallo, e con mète ancora più alte giacché questa nuova edizione, dopo la tappa a Berlino, attraverserà l'Europa Centrale partendo da Praga, affiancata dal nuovo web-site che potrà fornire utili ragguagli a milioni di persone.

A questo proposito, mi sovviene che, proprio un secolo fa, morì un grande "uomo di lettere" britannico, un uomo che fornì un notevole contributo al rafforzamento della mutua comprensione fra Inghilterra e Italia, e per il quale ho sempre provato la più profonda ammirazione. L'uomo in questione era il critico d'arte e sociologo John Ruskin e mi sembra opportuno menzionarlo perché egli sosteneva che l'Italia ha un ruolo unico da svolgere nell'Europa moderna: secondo lui dev'essere il guardiano della memoria di questo grande continente. Allorché l'industrializzazione e la commercializzazione avessero prodotto i loro effetti più deleteri, diceva, gli animi da ciò afflitti -costretti ormai a ricordare solo metà delle grandi cose di cui la propria cultura era stata capace- sarebbero tornati in Italia con piacere per riscoprire tutto quello che essi avevano perduto. Credo che con ciò affermasse una grande verità - e sarebbe senz'altro felice nel vedere così gran numero di persone riunirsi a Bologna per ricordare cos'è una città, dopo un secolo di scempi e devastazioni.

La stessa Bologna costituisce, notoriamente, una lezione oggettiva di come una città dovrebbe essere, e non solo grazie al suo stupefacente tessuto edilizio medievale e rinascimentale. Essa è l'epitome della città intesa come opera d'arte collettiva nella quale, miracolosamente ai nostri occhi, edifici di tutte le forme e dimensioni, costruiti durante un lungo periodo di tempo da tutte le classi sociali, utilizzando i codici urbani più rudimentali hanno prodotto qualcosa di vivo: un organismo differenziato la cui unità ci appare immediatamente leggibile, così come la bellezza di ciascuna sua parte. L'inizio dello scorso millennio fu segnato da un'ondata di tante opere d'arte collettive: non solo la città, ma anche la cattedrale che si poneva al suo centro; il ventesimo secolo ha sviluppato il singolare concetto di sforzo "collettivo", ma troppo spesso si è trattato di un eufemismo perché i più sono stati soggetti alla dittatura di pochi, con il potere decisionale stretto in un sempre minor numero di mani -mani che hanno la possibilità di estendersi come mai nel passato- ma fuori dalla comune comprensione. Negli ultimi anni abbiamo assistito al risveglio della coscienza individuale e, per quanto ciò possa condurre a un certo individualismo, credo che, se il potere di dar forma all'ambiente è veramente ricondotto nelle mani dei singoli cittadini e se, assieme a questo, si potrà risvegliare un'attiva coscienza civica, allora tutto ciò porterà un enorme beneficio al nostro mondo perché la gente sceglierà nuovamente d'indirizzare la propria voce individuale verso un obiettivo ancora più grande.

Vorrei dire, soprattutto, ai membri di "A Vision of Europe": "State attenti a quello che dice la gente". Non vorrei che la vostra passione per la tradizione si bloccasse e conducesse a una fissazione sulla forma, a spese di quei differenti processi che si sviluppano a livello di base e che fanno e rifanno la città giorno dopo giorno. Dovremmo avere il massimo rispetto per essi e collaborare quanto più possibile. La Tradizione deve essere concepita per vivere e dare nuova vita e nuovo spirito alle nuove generazioni attraverso il suo continuo e appassionante divenire. Nessuno di noi vorrebbe vivere in un museo o, al contrario, dentro un'abitazione sperimentale "moderna"!

Nella maniera migliore "A Vision of Europe" è stata capace di dimostrare che esiste un'altra strada e che essa è assolutamente percorribile, una strada che viene oggi praticata sempre più. É evidentemente possibile costruire nuove città che siano fondate sui principi senza tempo di armonia e bellezza. Io sono orgoglioso e felice di avere svolto un qualche ruolo personale per giungere a questo risultato; non vedo l'ora di fare di più per sostenerlo e sono davvero deliziato di aver avuto la possibilità d'inviare dal profondo del cuore i miei più fervidi auguri a "A Vision of Europe".

THE REASONS WHY WE PUBLISH A&C INTERNATIONAL

The reasons which push someone to undertake such a risky and hazardous task like the publication or the transformation of an architectural and urbanistic magazine might be very conventional. This was remarked in the first issue (1985) of the first series of Archi & Colonne and now we are even more persuaded of the rightness of that statement. Nevertheless, we believe that we must remind our readers who we are and what we are trying to promote.

This is an architectural magazine which can become the voice of truly free-thinking people, one deeply involved in the democratic promotion of ideas, programs and works related to that oldest of human activities, namely the art of building and planning. It is a magazine which aims to be an instrument of documentation and promotion of debate, one which seeks to analyze both facts and the relation between theoretical statements and real actions.

Our aims can be summarized as follows:

1. we want to re-discover, re-evaluate, defend the reasons which made both historical cities and peripheral settlements "beautiful" and loveable, while remaining highly conscious that nothing can be truly repeated but that everything of value need be derived, through improvement, from roots which form the basis of our authentic culture;

2. we want to demonstrate, humbly but firmly, the quantity and relevance of the unchallenged mistakes made during last fifty years in Italy and elsewhere by certain architectural schools, tendencies and professional groups, both at the urban and regional planning scale;

3. we want in fact to contribute without any dogmatism - and dogma is a fallacy we have until recently had a good opportunity to experience - to the Renaissance of the city conceived both as urban environment and as indispensable fabric of society;

4. we want to document new works, possibly unpublished, from people who are not always the same "personalities" who have been occupying for so long all the architectural magazines - magazines which believe that they cannot be successful if not continually publishing the same well-known professionals -, while those "personalities" would better not publish all they produce.

We will, on the contrary, give place and attention also to those who do not have the benefit of fame, the unknown architects, the young ones particularly, to all those whose architectural activity we appreciate;

5. we want to oppose the high-minded monopoly of the technicians' lobbies that have been dominating the architectural scene - for reasons which have no relation to legitimate professional talent - and made mistakes and produced those monsters described in point 2.;

6. we want to bring back the debate on technique and technology to its effective, precious, fundamental operative and practical role within the theoretical and productive process of built works on the field, while setting it free from all the pretentious claims and the pseudo-creative attempts of too many so-called gurus.

We do not pretend to want everything, to be able to accomplish everything, to do it better than others. No! But we are firmly persuaded that it is time to actively participate in the critical and operational definition of great architectural and urbanistic problems within our millennial tradition, to debate openly together in order to succeed in modifying what is wrong: in methods, programs and built works. If in the whole old Europe something has really changed recently in the habits and the attitudes of the majority of the people, and if people are capable of regaining the control of their destiny, thus refusing ideological and power-related constraints, which for too long have been influencing the policy of public administrations and the selection of authoritative persons; if the rising Nations of Europe are aiming at achieving legitimate status, efficient administrations and high cultural expression; if all this is true, then we all must involve ourselves with the highest sense of responsibility. We must rest our profession with a new attitude and with a clean context, that is far from the dangerous swamp of squalid conformism, out of which shameful works have been built and professional fortunes consolidated. We will be close to all those who, sharing our intentions, will collaborate not to dream but to transform dreams into reality. There is already form an impressive number of friends, coming from different countries, who have decided to participate in this worthwhile struggle. We are not, and do not want to be conditioned by anybody, but we will be instead always at the service of society and culture; we will stand close to all those who will join us in the defense of what we are manifestly defending.

This book aims to put together the mosaic of a sometimes equivocal and misguided reality, not only by comparing the moralistic principles of skillful partisans of happiness, but also by giving basic examples of garden cities, constituting separate social entities with marked characteristics. They are distinct from both artisan and worker villages - however green they may be - and existing areas to be found in every modernist city. For the first time European and American scholars are examining together theoretical and practical experiences, critically analyzing designs, projects, and theoretical proposals, in the attempt to put all the pieces of this mosaic back together again.

URBAN RENAISSANCE - CATALOGUE


The subject is among the current priorities: how to recover the historical character of the city and transform the modern suburbs into true cities.

This book, which accompanies the URBAN RENAISSANCE exhibition, proves that not only this goal could be easily reached, but that a great deal has already been achieved in this field in more than thirty European and American model-cities, thanks to the work of prominent architects and the personal contribution of The Prince of Wales.

The result is a fascinating review of new architectural and urbanistic trends towards an effective improvement of the quality of urban life.

This catalogue presents the cultural orientation of historians and the works of architects who have been invited to display their projects at the Triennale II International Exhibition of Architecture and Urbanism, which is organized under the high patronage of the President of the Italian Republic, the University of Bologna and the Emilia-Romagna Regional Government.

To H.R.H. THE PRINCE OF WALES who has so sensitively interpreted the expectations and revived the hopes of so many young architects while encouraging and honoring the exhibition with his presence on the 22nd March 1996, The Hon. Rector of the University of Bologna, Prof. Fabio A. Roversi Monaco, the Scientific Committee and the Organizing Committee of A vision of Europe sends him an expression of respect and admiration.
