WANT TO CUT CRIME?
IT TAKES A NEIGHBORHOOD
VOLETE RIDURRE IL CRIMINE ? COSTRUITE VERI QUARTIERI URBANI
The Washington Post, February 2008
CIVICARCH 2008 III International Workshop Report
Gabriele Tagliaventi, Donatella Diolaiti, Alessandro Bucci and Alberto Guzzon focused on sprawl and urban regeneration case-studies, including crime-problem of Italian cities.
In the suburbs of many Italian cities, the spreading of SUB-URBAN model is still seen. It is characterized by stretches of small villas of north American origin or by shabby bars of EU-totalitarian origin of the 1920s-1930s, which are linked trough bundles of highways to business centers or huge big-boxes and malls surrounded by endless parkings. At the same time, on the same planet, within the same economic system, million of people daily live the pleasantness of EU-TRADITIONAL CITY'S SYSTEM of streets, blocks, and squares.
SPRAWL
.. & ..URBAN REGENERATION
The spreading of urbanization on the territory causes the increase of incertitude. Streets always with no shops and even surrounded by trees and wild green become places of crime proliferation. An ideal environment for the development of criminal pathologies that cannot be effectively remedied by fences, alarm systems or new policemen.
Cities disappear, shapeless suburbanized areas grow, public transports collapse because the population is too much scattered and, for the same reason, operating costs, and finally local taxes and the various land taxes, unsustainably increase.
The Architecture and the form of the built environment define the conditions allowing certain economic, cultural and social activities to become true.
Small trade needs a traditional urban pattern: road-corridors, blocks, lots, squares, accessibility. The presence of small trade determines also the possibility of residence for the old and families. It creates a warm and safe urban environment. It plays a social role. Behind the thousands shop-windows of a traditional city, shopkeepers and customers "watch" the street, making it safe and pleasant.
The challenge to architecture consists in creating the physical conditions for the development of a world where cities express local realities. This means studying urban forms, morphology, local settlements but open to the introduction of all those innovations consistent with the base organization and capable of improving it.

SOMETHING IS CHANGING ?
From the left: Jack Nicholson (Something Has Changed, 1997), Boris Johnson (The New Mayor of London, 2008), Gianni Alemanno (The New Mayor of Rome, 2008)
LONDON - Boris Johnson was crowned Mayor of London after a stunning election victory over Ken Livingstone. He promised to protect London's traditional and historic buildings and streets from bulldozers and skyscrapers.
Mr Johnson said he would assure Londoners that their gardens, their views, their neighbourhoods are not going to be dwarfed by high rise blocks or engulfed in a sea of identikit homes.

London, UK
ROME - The mayor aims to tear down Richard Meier ARA PACIS museum - Alemanno, the new mayor, said: "It is an issue of compatibility: the building is in a baroque part of the city". In 1996 AVOE promoted a campaign to save Rome from wrong modernist projects.
The A&C INTERNATIONAL magazine invited, on the initiative by Gabriele Tagliaventi, a series of architects to propose an organic solution for the Ara Pacis area as an alternative to the official proposal by the Municipality of Rome. Selected architects included: Maurice Culot, Andres Duany & Elizabeth Plater-Zyberk, Leon Krier, Michael Lykoudis, Liam O'Connor. All the counter-projects were published on A&C INTERNATIONAL N. 5, 1996 and displayed at the Campidoglio in Rome."
The critic V. Sgarbi compared Meier building to a giant Texas petrol station, while another called it "an indecent cesspit" when it was unveiled in 2006.

ROME 2008: DEMOLISHING TO REGENERATE
A campaign to demolish Corviale Sub-Urban Slab and build a New Eco-Compact-Neighbourhood

Corviale, Rome (left) and Urban Renaissance in Vitinia (right), designed by CIVICARCH, AVOE, AGENZIA PER LA CITTA', 2003
Designing and building new Eco-Compact Neighbouhoods represents the most important challenge for architects, engineers, developers and public administrators in an age as ours when people take conscience of the fundamental need of an ecological balance. Those who will keep on building sub-urban periheries will inevitably face a rising level of poverty in the social structure, insecurity in streets and public realm, higher taxation for citizens (Download the Corviale Press-Release Italian language only).

THE END OF MALL ERA Avoe Research Programme goes to Rome

AVOE was invited in Ladispoli (Rome) on 2008 May 7 with the support of "Bottega del Mondo il Fiore" to explain the result of CIVICARCH International Workshop-I (learn more). Today we are faced with the reality of the quantity of suburban sprawl: we need to transform the quantity into quality. Alessandro Bucci spoke about New-Urbanism strategies for Sub-Urban and Mall Retrofit with case studies as Mashpee Commons, Kendall, Belmar, Eastgate, Cinderella, etc.
GROWTH IS INEVITABLE, BUT SPRAWL IS NOT. Ladispoli is a town of 30.000 inhabitants which is growing very quickly in the last years. USA case-studies give the opportunity to italian cities to prevent some mall-pathologies.

Form-Based Codes: A Guide for Planners, Urban Designers, Municipalities, and Developers

By:
Daniel G. Parolek, AIA, Karen Parolek, and Paul C. Crawford, FAICP

Forewords by:
Elyzabeth Plater-Zyberk and Stefanos Polyzoides

Form-Based Codes is a comprehensive, illustrative guide to Form-Based Codes for urban designers, architects, planners, developers and city agencies. This book is authored by Daniel Parolek, Karen Parolek, and Paul C. Crawford, founding board members of the Form-Based Codes Institute.
Form-Based Codes are the latest evolutionary step in the practice of development and land-use regulation. A growing alternative to conventional zoning laws, Form-Based Codes go beyond land use to address not just the physical form of buildings but also surrounding streets, blocks, and public spaces in order to create, protect, and revitalize sustainable communities.
