Letter to the director of italian newspaper La Republica by Gabriele Tagliaventi to reply to Enrico Franceschini's article on the Prince and the StarArchitects (Bologna 2009 April 20)

Gentile Direttore,
avendo letto l'interessante articolo di Enrico Franceschini sul dibattito tra il Principe Carlo e gli "archistar", come docente universitario e direttore dell'Associazione A VISION OF EUROPE (www.avoe.org) credo sia opportuno fornire ai lettori di Repubblica un quadro più ampio del problema.
Anzitutto, il problema di fondo è che in architettura i cittadini non hanno ancora, in Europa, il diritto di scegliere l'ambiente in cui vivere. Infatti, da Lisbona a Mosca, da Oslo a Palermo TUTTI gli edifici pubblici, cioè quelli pagati col denaro pubblico, con le tasse dei cittadini, sono costruiti in stile Modernista mentre la stragrande maggioranza della popolazione vorrebbe vivere in una città tradizionale, o restaurata o nuova.
In Europa, perchè negli Stati Uniti la scelta esiste e nessun sindaco si sognerebbe mai di fare costruire una biblioteca o un teatro o un municipio nello stile opposto al volere dei suoi elettori. E lo stesso presidente Obama ha adottato i principi del New Urbanism (www.cnu.org) per costruire la nuova america compatta e integrata.

Ecco che, allora, arriva lo scandalo quando il Principe Carlo da voce al 66,3% dei cittadini che hanno scelto, in un pubblico referendum, il progetto regionale e tradizionale per il quartiere di Chelsea Barracks contro il progetto astratto e modernista di Lord Rogers che ha ricevuto appena il 33,7% dei voti.
Una percentuale, d'altra parte, che coincide con i risultati del Referendum del 1997 a Bologna dove 120.000 cittadini hanno votato per salvare la Stazione di Bologna e NON costruire grattacieli, opponendosi al progetto sponsorizzato dal Comune di Bologna e dalle Ferrovie dello Stato. Una vittoria dei cittadini col 66% dei voti contro il progetto del grattacielo voluto da Comune e Ferrovie.

Lo scandalo è allora non nell'intervento del Principe, ma nella mancanza di un dibattito serio che permetta di scegliere, in architettura come in politica, come si debba costruire, o ricostruire, un edificio pubblico, un quartiere, una città.
Lo scandalo è nel fatto che gli amministratori pubblici si arrogano il diritto di scegliere un'architettura unica e convenzionale a tutte le latitudini. Un perfetto, e triste, esempio di pensiero unico nostalgico del motto: "un solo popolo, un solo stato..."
La vera democrazia e il vero progresso consistono, oggi, nell'offrire ai cittadini la possibilità di scegliere. I cittadini non sono solo contribuenti, ma i destinatari della politica urbanistica. Sono loro che devono poter scegliere. Il Principe ha ragione, come ha scritto l'autorevole Times.
sarebbe bene che, anche in Italia, i giornali importanti come Repubblica contribuissero a un vero dibattito sulla forma delle città del futuro.
Oggi, infatti, esistono centinaia di nuove città e nuovi quartieri eco-compatti (www.ecocompactcities.org) che rappresentano la vera alternativa al vecchio modernismo dei vecchi "archistar". Il nuovo secolo ha il diritto di riappropriarsi del diritto di costruire in maniera differente e originale, offrendo agli abitanti un ambiente urbano degno delle meravigliose città della tradizione europea, e ai nostri figli la possibilità di ritrovarsi in un ambiente amico e accogliente.

Paris Citizens Want Towers to be Demolished

According to the prominent French newspaper LE FIGARO, a recent poll among the inhabitants of Paris reveal that citizens hate Modernist buildings.
Top of the score, the most hated, is the "black tower", what is described as the "funeste candelabre". A tower bringing bad luck: the Montparnasse Tower, with 35,4%
Then, the towers at Beaugrenelle gets 31,4%.
Third place, quite surprising, the Pompidou Center gets 22,7%.
For the Parisians the picture is quite clear: all the towers have to be demolished.
Will the public administrators follow the indications given by the tax-payers?

As the Italian Government has decided to support the masterplan by the Province of Bologna to build a new Highway as a Northern By-pass around Bologna, the old 1950's East-West Freeway becomes obsolete and can be re-used as a resource to start a regeneration process.
